Rights group SERAP has urged President Bola Tinubu to immediately reverse the new passport fees of ₦100,000 and ₦200,000, calling them “arbitrary, unlawful and discriminatory.”
The Nigeria Immigration Service (NIS) announced the revised fees—effective September 1, 2025—barely a year after a previous increase.
Under the new rates, a 32-page, five-year passport costs ₦100,000 while a 64-page, 10-year passport costs ₦200,000.
In a petition signed by deputy director Kolawole Oluwadare, SERAP argued the hike would deny millions of poor Nigerians their right to a passport, which also restricts freedom of movement and other citizenship rights.
“Millions cannot realistically afford the new fees. Forcing them to pay means choosing between a passport and basic survival,” the group warned.
SERAP reminded Tinubu that Nigeria’s constitution and international human rights treaties oblige the government to avoid policies that marginalise vulnerable citizens.
It demanded the Interior Ministry and Immigration Service reverse the increase and align their decisions with principles of fairness, equality, and accountability.
